Why is Corrin's Counter Surge in Training Mode terrible? No matter what move I use to hit the counter window, it'll deal the 8% base damage no matter what. Yet in an actual match setting, it applies the counter like it should.

EDIT: Oh nvm it worked for Roy's fully charged Flare Blade. Guess I'll keep exploring.

This video shows just how strong it is. Factors included.
While that video does show how strong this counter is, it does get one thing wrong. No Counter attack has any "Knockback Multiplier". There is no such thing. Counter's take the damage of an attack, apply the multiplier, and use that new damage to calculate knockback based on the counter's BKB and KBG. As an example, moves like Clouds Finishing Touch, If countered, Would likely not kill Cloud until much later than most other attacks. This is because the counter is solely based on FT's 1% damage rather than it's 417 KBG.

TLDR; a moves knockback doesn't matter when it's being countered.

Well, except for the part about counters all having a minimum strength, correct? Marth's 8%, Ike's 10%, etc.

And Corrins is 8%. Same as Marth and Roys. If what you're getting at is that the 1% damage attack will kill at the same percent as a 6.16% damage attack (6.16 x 1.3 = 8.008) than yes you're right. I was using Finishing Touch as an example of extremes though =P
