As far as Brawl is concerned; It is a region-specific 'version' of the game. Europe and Australia have PAL, America and Japan NTSC, if I'm not mistaken.

And you watch your language.

Different countries employ different standards for encoding DVDs, and this applies to video games, too. In the US and Japan, the NTSC standard is used, while in Europe, PAL is the standard, so the game must be reprinted to fit into the European standard. Gamemakers often take advantage of this reprinting to "correct" "errors" from previous versions. Thus, the PAL version of a game often features different properties from the NTSC, as well as fewer glitches and errors.

Melee is a good example. The two most useful spikes in the game were turned into meteor smashes, and most of the glitches were taken out. The obvious suspicion is that things will be the same for Brawl.

Slight mistake at the end. Only Marth's spike was turned into a meteor, falco's gives weak horizontal knockback at the end of the animation in PAL, the beginning is still a spike. Most importantly, shiek's dthrow got nerfed to hell.

Fox's recovery was slightly nerfed along with his Up-Smash, and we had Samus' extended graple egg removed as well as the Special Video too.
