what excatly means stalling?

Hi! I tried to use search, but at least for me it buggs, I don't know the reason. So, if there is already a discussion about stalling, excuse me =E. But, I didn't get what stalling in tournament rules is exactly. For example, is it staling to chaingrab someone to edge of stage? If someone would give me pretty detailed answer, that would be very nice, because this very good game is not for me, if stuff like chaingrabbing is legal in tournaments. thanx alot!

Stalling is if you stretch the match i.e. by using infinites while the opponent is at kill procentage, or if you plank (http://www.youtube.com/watch?v=awI8Zz1EIE8 at the end, grab ledge release grab ledge etc) there are other forms
