what are tiers?

A tier is like a rank or level of something, above or below other tiers. In stadium seating, each row is called a tier.

In fighting games, tiers refer to how the different characters are ranked. A character higher up in the tiers means that at a high level of play, that character provides more advantages than a character lower in the tiers.

It would look something like:
-Top Tier-
Mario
Fox
Ganondorf

-Middle Tier-
Ice Climbers
Samus
Captain Falcon

-Low Tier-
Olimar
Wolf
Lucario

In this example, it would generally be to your advantage in a competitive match if you played with mario instead of olimar. Keep in mind this is just an example, these rankings are not accurate; I just made them up to demonstrate.

That said, it's NOT a list of who wins the most tournaments. It's the list of who is the best character at the TOP of each character's metagame. Of course, counterpicking stages and characters are not taken into account. However, generally, if you put a Fox player against a Pikachu player, the Fox player will win, due to Fox simply being a better character than Pikachu.

Tiers are basically what each characters potential is in relation to the other characters in the game. At the very maximum potential, fox has the most.

actually....that's not quite right. Seeing who wins depends on the player, not the character. And most Fox strategies have been seen on other top tier characters. If the Pikachu character is skilled enough, there is always a possibility that he could win

It was clear from the rest of his post that he meant at the top of both characters' games. You just quoted that one line and argued with it out of context.

A tier is a rating of how well a character plays. Like, on the Melee tier list, Marth was at the top because he was somewhat imbalanced (he was basically better than most characters); Bowser was pretty low on the tier list. If you took two players that were totally equal in skill (they both started playing at the same time, knew all the same techniques, etc.), and one was playing as Marth and one as Bowser, the player that was playing as Marth would most likely win.

The tier list was a very annoying list that basically determined who would win in tournaments most of the time. You may have liked to play as low-tier characters, but it's not like they would do you any good in competitive playing. Brawl is trying to fix this, however. Hopefully every character will be equal in playing levels and there won't be any top-tier or low-tier characters. :D

But any given player, with any amount of time needed, can play better with Fox than they could with Pikachu (and make it irreversible). There's always potential to better with Fox than Pikachu, but not necessarily the other way around (it happens, but it's not common in competitive levels).

Tiers really don't exist.
It's just how popular/much a chracter is played at competitive level.
Trust me as an avid fighting game player Ive seen many of people make low tier characters in many games gain rank or atleast have a chance against tops.

Remember that tiers matter only in high level play. If you're a casual player, tier list doesn't mean anything to you.

I agree. Tiers only apply to the best of the best, and even then people get better all the time, and tiers change often. It's not like the game is unbalanced. And the differences between tiers is very slight, and dependant on many factors. I will never let a tier list decide who I do or don't use or fight against.
