What are the rules of hosting your own mini tournament?

Are people aloud to bring a set up to a tournament of a game not officially on the list of games featured at said tournament in order to have sort of a mini tournament? I was asking because I was thinking of one day bringing my N64 to one of the CW events for a 64 Smash tournament.
