I'm thinking of having a tourney where I live but I want the official rules.

No Items,

Fox Only,

Final Destination.
Get bent.

As for the guys question, I'm not sure the SBR has released anything official yet, but my suggestion would be no items (duh), 3 stock, 6 minute limit. 2 of 3 sets, first match on randomly picked neutral stage, second stage chosen by the loser of the first match from a legal stage, and third match chosen by the second match's loser on a legal stage

Many people agree that these are the random/neutral stages in Brawl: Final Destination, Battlefield, Yoshi's Island: Brawl, Smashville, Pokemon Stadium 1, Delfino Plaza, Lylat Cruise, Castle Siege. (There's debate on a few of these, but they would be my picks for random/neutral).

Counterpickable legal stages in the game, IMO, are: Bridge of Eldin, Jungle Japes, Distant Planet, Green Greens, Frigate Orpheon, Halberd, Pokemon Stadium 2, Luigi's Mansion, Corneria, Mario Circuit, Rainbow Cruise, Norfair, PictoChat, Pirate Ship, Skyworld, Brinstar, Yoshi's Island: Melee. (There's debate on a handful of these too)

But most people agree that definite banned stages are: 75m, Onett (walk off edges/walls make chainthrows unfair), Big Blue, Flat Zone 2, Green Hill Zone, Hanenbow, Hyrule Temple, Mario Bros., Mushroomy Kingdom, New Pork City, Rumble Falls, Spear Pillar, Summit, WarioWare (great stage, but clearly not tournament legal).

Make up your own mind on legal stages, but serioulsy stay away from 75m, Rumble Falls, New Pork City, Hyrule Temple, Flat Zone 2, Big Blue, Mario Bros., WarioWare and Spear Pillar.

Hope this is helpful.

SBR hasn't made rules yet, but the neutral stages is dwindling down to FD, Battlefield, Smashville, Lylat, and Yoshi's Island. The other randoms that other guy said were put to counterpicks.

Counterpicks are along the lines of Jungle Japes, Frigate, Halberd, PS2, Luigi's Mansion, Rainbow Cruise, Norfair, Pirate Ship, Skyworld, Hanenbw, Brinstar, Castle Siege, PS1, and Delfino. I'm not sure about most of the Melee stages though, but I can't remember why they'd be banned besides Melee stages sucking in Brawl.

Oh yea, tournaments are also mostly playing around with 7 minute or 8 minutes time limits with 3 stock. We think 6 minutes may be too short at the moment.
