if you do an aerial falcon kick close enough to the ground, it won't have any startup. the easiest way to do this is on a platform you can easily do a perfect waveland on (i like the top platform on yoshi story.) it's not practical at all, but it's still cool. he's basically on the ground as if he falcon kicked into the ground so that little tap of knockback is still there. and he still says "falcon kick."
if you don't know how to perfect waveland, here's an easy way i learned from watching silentspectre. do a running shorthop on yoshi story, and do your double jump backwards, making captain falcon flip. right when it looks like his back/neck are touching the top platform, waveland horizontally. get the timing right and you should be able to waveland all the way across the platform.
if at that exact moment you do a falcon kick instead of an air dodge, you will do the funny-looking flameless falcon kick.
this can also be done on the ground, but of course, it's must more difficult to perfect waveland on the ground. if you can find any practicality to this, i'd say it's useful from a ledgehop. more flashy than anything, though. enjoy falcon kicking.
