Weird glitch(?) on stages with water.

I was playing on Delfino Plaza lately, and noticed that Lucas has trouble getting out of water when jumping. I start the first jump and he just kind of flails around in the water for a while before hopping out about two seconds later. Is this glitch with any other characters or just him, or is this even a glitch?
