Wavedashing vs Dash Dancing (extremely basic question)

I am a low-level mostly casual player in Melee but as I understand it dash dancing and run up wavedash back are two common ways to bait out an attack. Why would you use one rather than the other in a given circumstance? (or is it just a mixup?)
