I've done this to plenty of Falcons to the point where they won't take the chance and instead just try and Uair juggle me. I have done it but if you Talk with Magus he will say that a perfect timed knee will hit before the rest regardless of percent.

that is correct, it only hits if the falcon does it slightly too slow.
