Yea, I think it can be useful in promoting positive talk. The only problem is that people aren't always trying to be negative when they curse. Here they're usually just joking around about whatever. Unfortunately that will always be the association, but you can understand the motive, from the perspective of a "professional community." Although, just not allowing <13yr olds is a great idea.-Never thought of that.
Not allowing <13 year olds is a joke. Have you ever met anyone who checks the box saying "I'm not 13, please let me not join your forum"? Has anyone ever actually asked their parents before joining a forum?

edit: you make a good point with the rest of your post. It's just that it's completely impossible to keep young'ns out if they want in.
