Toon link will be low tier

After playing the 3ds version, toon link feels worse off than his brawl counter part. Although it is harder to play on a handheld for me anyways compared to a controller.

Time will tell.

It's way too early to tell how Toon Link will fare overall in the new games. Like you said, only time will tell once more people got to practice and play with him until we can better establish what his placement would roughly be. After all, we had characters in previous games deemed low or high tier during the earlier stages of the games lifespan until years later shown otherwise.
