I hate how people think characters like Toad, Tom Nook and Gardevoir are not deconfirmed, seriously Nintendo has endless character choices to just focus on those three, if they have made their appearance as NOT playable, that's what they are.

Hey, it's better than being disappointed on the day the final roster is confirmed.

It's true, Tom Nook could be playable, but the chances are so low, it's just silly to put any hope into it.
