Actually it was some random French gaming blog, which wouldn't of even been noticed if it weren't for 1up.com posting the story.

The good news is that in nearly 4 days, all these rumors will mostly be laid to rest for good.

You can see in the left part, behind the "2", there is a cartoon of Kirby, Link and DK looking at Tingle. But over this is written "Propose the characters you'd like to see in SSBB and the controls that could be used in the game by sending a letter".

Yeah, the mention that the same site is saying there'll be a gamecube version is a pretty sure sign they're just making stuff up. However, there is still a good chance Tingle will be in it, no rumor-based rumors can change that.
