Tiers?

Hey guys I'm new to competetive pokemons and I just wanted to know what these tiers that everybody is talking about.

They're usually talking about Smogon. http://www.smogon.com/rs/tiers Other servers use other, but similar tiers. For example, Swellow might be OU to some.

^that is a charactermatchup chart, but it includes the tier list, looking at the labeling on the axis's Fox is 'top' tier and mewtwo is ' bottom' tier.

What is tier? How does it relate to a character?
-Tier generally states which character is best. They decide tier from the amount of times a character wins a tournament plus some public oppinion.

What are you talking about that's not pokemon
