Tier LIst CSS

Whenever I go to a tournament, I see atleast one wii with a custom css that has the characters lined up in order from the ssbb tier list (meta knight at the top left hand coner, ganon at the bottom right hand coner). I can't seem to find this on brawl vault though, does anyone have the download link for this? Or if its a code the .gct for it?
