In hindsight, perhaps? Upping security to prevent any future border breaches could have sufficed, but given the scale of the 9/11 attacks being the biggest since Pearl Harbor, and how many civilian lives it claimed, the number of people and businesses it affected, plus Bin Laden threatening there'd being more where that attack came from, there were more people who wanted revenge at the soonest possible moment than those who would opt for a more patient approach. Hindsight really is a funny thing, no?It would have been a better response. When you're dealing with non-governmental terrorist sources, the issue of how to respond is a difficult and complex one, and sometimes "doing nothing" is the best course of action.
