ok they both have gamecube controllers and hori is more accurate however it has a turbo on it. is it legal? if i open the controller and take out the turbo button will it be legal?

I guess it could be legal, but I'd highly advise against it.
I have the PDP controller and the input lag is very noticeable.

Besides this, the turbo function is awful on them. If you can make Luigi rise in Melee, you already have the function beat in frequency of button presses.
