It depends on the state in which the glass was previously. If the glass was previously empty, it is now half full. If the glass was previously full, it is now half empty.
But what if you don't know what state the glass was in previously and can find no evidence thereof? I'd have to say the glass is half full because the function of a glass in this context is to hold water, and an upstanding, self-respecting glass would be performing its function to the fullest, which means the glass wants to be full, and, to avoid confusion about the glass's objective, it is half full.
