What happens to the people who are banned do they never get to log on to there accounts again or what? If so then why not just delete them?

When people get banned, it isn't always permabanned. It can be a temp ban for gaining to many points. at 6 points you get banned. I don't know the exact duration, but it's not to long. A total amount of points can get you permabanned I believe but it is a high number, that few will reach.

Deleting accounts of the permabanned, I believe would take of the IP ban and allow them to make a new account. Not sure though.

We have a loosely established policy not to delete members. Not even the perma bans.
