Surf
A fun set where you throw toxic on the opponent and rest off their blows while they slowly die from poison. Sets up rain dance for 7 turns which activates hydration. Toxic takes 6 turns to kill, so you conveniently have one rain dance per foe. Biggest threats are TTar, Hippowdon, and Abomasnow as they can switch in on rest to change the weather and keep you asleep.
An alternate option is to switch damp rock to leftovers and rain dance to ice beam, energy ball, or grass knot. Same basic principle; you're just letting your other pokemon do the rain dancing. Or, of course, you could switch out surf for waterfall (and change the nature) to make this set physical.
The one benefit for rain rest on a tail glow set is that you can heal the damage you take while setting up. If you have 3 tail glows but only 10% health, someone just sends in a faster pokemon and has an easy KO or forced switch. However, I do see your point.Tail Glow + Rain Rest isn't going to be effective enough IMO. Tail Glow needs to be for sweeping, not for getting Wallporeon'd
