Has anyone noticed that occasionally the D-air deals out 23% instead of 22%(I've also noticed 17%, but that's not the point)?

Well, I was wandering if there's a certain sweetspot in the move that deals this extra 1% damage and if it really makes any difference in Spiking, knockback, kill %, etc.

Just throwing this one out there, though it's most likely known.

Damage is dealt in decimals but only the whole number is shown. It may do 22.5 and you had done another move prior that did X.5 so when the dair hit, it seemed to do 23

Edit: @ Havokk lol same time... you're like Visa, everywhere I want to be

Well, actually - Dair does have a sweet and sourspot. The sourspot is the chest area, while the sweetspot is the legs and feet. The sourspot deals 17% damage and has weaker knockback.

The sourspot is still one of the top 5 spikes in the game, so no need to worry. For the rest, Havokk is right about stale move negation and half percentages... Sweetspotted dair does 22.5%, but I always say 23% because it sounds a lot more impressive.
