I had a similar idea but let's hear your interpretation first.
Well it would take me a loooooong time to get everything typed up.
But I will mention a few basic things:
-The story of the game would be that Bowser is planning to capture Peach again, as usual...but this time, Peach is sick of it, and happens to be planning to capture Bowser herself, so she doesn't have to deal with his tacky castle and his constant proposals anymore! She's trained Toads to be warriors for her army, and prepares to set out on her conquest against Bowser (who is none the wiser). Luigi had been wondering if this was such a good idea for the Princess to be doing this and had been telling her to re-consider for her own safety, fearing that she might be walking right into a trap, but when she sets off anyway, he hurriedly rushes off to find Mario, who happened to be off relaxing after his most recent adventure to save Peach from Bowser's clutches. Luigi warns Mario of the situation, and the two brothers immediately rush to find Peach. However, by the time they catch up, she's already met Bowser halfway and their two armies are already fighting, so Mario and Luigi decide to intervene themselves. After this first level, Peach is impressed with the bravery of the two brothers (with them lamenting how she doesn't seem to remember their past endeavours), so she decides to make them the captains of the Mushroom Army. This, the battle for conquest between the Mushroom Army and the Koopa Army commences!
-Along the way, Mario and the Mushroom Army help out certain settlements that are in danger or are being invaded by the Koopa Army. For example, there would be a Shy Guy Village, Sarasaland, Yoshi's Island, etc. Leaders/key characters from these settlements would join the Mushroom Army once they've been saved, such as Yoshi, Daisy, etc.
-At around the half way/two-thirds point, a new, greater threat of some kind emerges (it would probably be an original enemy a l Cia in Hyrule Warriors) that the two kingdoms join forces to face. Rosalina and her army of Lumas are the messengers to this, though both the Mushroom Army and the Koopa Army initially interpret her as an enemy, for differing reasons - Bowser for obvious reasons, but Peach because she gets so caught up in her final clash with Bowser that she ignores Rosalina's warnings initially and thinks she must be secretly siding with Bowser because she "has a crush on him". Rosalina's forces overpower the two enough to calm them down, and Rosalina warns them of the threat to their world, offering to guide them and assist them. So Rosalina and the Lumas join the Allied Army of the Toads and Koopas. The battles go to space at this point, with the Comet Observatory being the vessel of transport.
-If you haven't guessed, the story would be mostly silly in nature, with a lot of the character dialogue being comical and humourous and nothing really serious. It gets a bit more of a sense of peril when they go to space, but nothing more extreme than what Super Mario Galaxy had. Mario I am unsure of giving dialogue to, and if not, I'd say he'd have Starlow as his "voice", like Proxi is to Link in Hyrule Warriors. Everyone else would at least have text dialogue though like Hyrule Warriors. The character portraits for when they talk would be comical illustrations. Similar to this, but a bit more exaggerated.
-Since it's a big part of the game since she doesn't normally be this pro-active - Peach's personality would be a mix between her normal one - ditzy and girly and a bit of an airhead, though sweet, well mannered, and everyone's darling - with elements of her Super Mario Adventures characterisation - hot headed and pro-active, and can break her formal, sweet demeanour when angry or under pressure.
(And yes, "put up your dukes" would absolutely be a thing she says at some point :V)
-Gameplay wise, it's still a Warriors game at it's core. But there are added Mario elements. Most notably, a jump button (with aerial attacks too), and there would be areas of brief platforming and puzzles (for example, instead of a keep being guarded by enemies, it could sometimes require finding a Warp Door or Warp Pipe to get inside, or using a P-Switch to create timed platforms to make your way across the gap to it. There would also be items you can find and use in the stage to power-up or to use special functions. For example, there would be a Pocket Warp Pipe item you would start every level with at least one of, that allows you to place a Warp Pipe in one area, and later place another one to warp back to the first area (could be especially useful for guarding the Allied Base, though it would be a one time use for each route you make).
-The controls might also be a little bit simpler with most weapons having slightly shorter combos, but the implementation of jumping at will and aerial attacks will make up the difference. Also, each character has a unique special "second jump" ability. For Mario, for example, it's the Triple Jump. For Peach, it's floating. For Rosalina, it's a Launch Star. Etc, Etc.
-The visual effects and sound effects would be really cartoony and comical, and even use a lot of the classic Mario sound effects, to avoid people thinking it's "too gritty/serious anime-like" for Mario. The best reference I can give you is most characters having stuff akin to Bowser. Jr's pummel in Smash Bros for visual effects and sounds. Mario would have stars and dust clouds. Peach would have hearts and peach blossoms. Rosalina would basically be kicking galaxies and cosmic distortions and stuff like in Smash. Bowser would have comical "POW" and "THWACK" visual and sound effects, as well as some wrestling bell sound effects and stuff. Those are just some examples.
I guess that does it for basic stuff.
I can post more ideas like characters and their weapon selections if people like.
Sorry if this is off topic but I'm just looking for some opinions here.
So I've been looking to purchase a gaming pc since I felt that I needed to upgrade to a more powerful desktop computer in order to continue with my project. I'm looking for some opinions in regards to Windows 8.1 since I've been hearing mixed opinions in regards to that operating system.
For the most part, most complaints seem to be in regards to its interface (Which apparently can be fixed by downloading a certain program) but overall, I've been looking for any opinions of those who may have had some experience with that operating system before.
So if you've used it before, what are your thoughts in regards to Windows 8.1?

I have 8.1. It's mostly fine honestly, it shouldn't give you too many problems.
My only problem with it is that since going from 8 to 8.1, you can't seamlessly switch laptops between their normal display and using a HDMI cable and HDTV anymore, you have to screw around with it and reset and it's a lot of hassle. But it doesn't matter if you only plan to use one display.
