You have to give MS Paint some credit.
It can't handle transparency and has no layers, but since Windows 7 (I think?), you can actually use it for more than spriting.

Hell I use MS Paint with spriting. Sure it's not the greatest art system out there, but it can do wonders if used right. Or, at least enough to give it some slack.

Photoshop blurs pixels unless you select an option I don't know where it is

It's in the brush options, though I dont remember which one. I've been using manga studio since my tablet monitor (monoprice) doesnt have pressure sensitivity in PS.
