Are you guaranteed to meet Lucario in SSE, do you have to trigger something to meet him, or does he appear randomly?? Thanks!!

You meet him after you climb the mountain with the Ice Climbers and Metaknight, then you fight as Lucario against Metaknight or vice-versa.
