Here goes:

The entire second paragraph was kinda hard for me to figure out, so I would refrain from quoting that too much unless someone else can back up my translation. All that said, I'm more inclined to think they'll be discussing previously-shown new fighters (Mac, Robin, Shulk, etc) and modes (Smash Run, Target Blast) instead of anything new, though I could be wrong. Please understand.

This means not necessarily new fighter announcements, just details on new fighters to the series that have been announced. : ) It does not rule out a new announcement, but at the same time does not guarantee one.

I have never actually watched anything on NicoNico, but I assume closer to the time, the video will be right there. ^^

Unless livestreams are different from regular video content, you'll actually need a NicoNico account. They're pretty easy to make, and have a fair bit of their interface available in English as well. However, NoA Treehouse is also doing a similar stream the same day, so you can probably watch that for a similar experience.
