Side Special: Skull Rush
Shy Guy wears a skull on their upper body to protect themselves, then charges forward.
The skull protects Shy Guy from any physical attack, but can be destroyed by projectiles.

Shy Guy puts a propeller on their head, then uses it to fly skyward while spinning around.

Shy Guy throws a spear in an arc. They can change the trajectory of the spear while "B" is held.
If used mid-air, they throw a spear diagonally downward. Spears linger on any platform or wall.

Shield Special: Paint Bucket
Shy Guy pulls out a bucket, then uses it to fire a blob of paint. If held, they use it as a shield.
Any projectile that hits Shy Guy while "B" is held is stored in the bucket until it's used again.

Final Smash: Shy Guy Scramble
Shy Guy pulls out a rocket, then rides it as it takes off in an attempt to crash into any opponents, sending them to Shy Guy's Toy Box.
Afterwards, the opponents are attacked by multiple Shy Guys and Snifits before they are finished off by General Guy and his toy tank.

What does shyguy look like without his mask?

Also what if shy guy only falls on his face if he misses a dash attack. Like it has an early hurt box that cancels the falling Animation

I doubt smash would go out of their way to establish cannon like that.
