Pretty much what the title says, would it be possible to recreate Squirtle's UpB (or something similar) in Melee to essentially give Pikachu a unique Surf recovery?

Maybe make the hitboxes bigger, make the recovery only go diagonally left/right (depending on desired direction) and up, and only allowing one quick attack instead of two? I don't really know how to make it, but I do know how it might be executed.
