So I'm wondering how codes are written

Because somebody had to come up with "040EB804 60000000" to allow replays longer than three minutes. And it's not like people are gonna go around putting random codes in their Wii seeing if anything useful happens (I use the sheer size of the file replacement code as a testament to that). What's the process by which we come up with these things? I've googled around and gotten nothing useful. Are we, like, not allowed to talk about it or something? Why does nobody talk about it? Is it above our puny mortal comprehension? (;))

In short, how are external codes created?

Perhaps this post could go better in one of the QnA threads, IDK.
