Being skillful means you will be ready for the opportunity of luck. That's the way I see it. I don't think Skill makes luck... you will simply be in the right position for luck. I guess she's right in the sense that if you aren't skillful, then you won't ever receive luck.

And I don't mean luck = winning the lottery or whatever bull****, and I'm assuming that lady didn't mean that either.

Skill doesn't make luck. Those who like ****s and giggles do.

Skill is a matter of being prepared for the inevitable instance of luck so that you're able to minimize the damage the luck does to you, in this case. Luck is influence-able (Pokemon: Use enough Thunders, and eventually someone will get paralyzed in a short amount of time), but it's generally uncontrollable and unpredictable.
