Here's the picture for reference, as well as what her brawl hitbox looks like.

So, yea, probably just a pretty visual.
Maybe the ribbon makes the hitboxs to the side linger longer or they have slightly more range, but if so, it's hard to see. In brawl, they go away after the first couple of frames they're out.

Just gotta wait and see.

I believe that if do the animation to she hold the ribbon, I think it would also be feasible to change a bit this animation. Make a seeming more as if were twirling a ribbon, but the damage would be the same as the old usmash of Peach.

My theory is that the ribbon was created to make her hitbox placement more obvious.

Probably just an effect of sorts, like the hearts that showed up in some of Peach's attacks in Brawl.

When I saw the pic though I did think of Mario & Sonic at the London 2012 Olympic Games.

Peach's bathing suit confirmed for palette swap.

I'd assume that the ribbon will always be pink.
