No cycon, that's wrong.
While dashing, slam down on the C-stick, then slam up on C-stick and z at the same time.
You can dash anywhere with that method, not just hitting your opponent with it, but anywhere.
You will get one warning, and this is it.
Next time use my Q&A thread.

You could also use Havvok's everything you need to know thread, as cycon said.
