I'm pretty sure he honestly decided on those moves. Perhaps he saw it fitting with the ability, with what being his own artwork and all.

Suppose a simple poll is at 2 : 4. The latter has a 100% advantage.
Now some asshat votes for both. It's now 3 : 5. The latter now has a 67% advantage.
