"If two characters are from the same franchise and function similarly, I can make them an alternate costume."

Might not be word for word, but it's close enough to what he said in a recent interview.

There are probably a few more, but I'm to lazy and these two emphasize my point the most.

But Krystal and Fox function completely differently. Even in assault, where everyone uses the same machines and weapons, their stats are unique.
