But on the flip side, its gonna be 25$. Similar deal with how REmakeHD got a retail version only in Japan, but we got it for cheaper in return.

That's not always the case. Though I think a lot of it has to do with some people being extremely racist as well as stereotypes that aren't always (but sometimes are) true.

Historical trends of treating darker colored races as "inferior". Ignorance that started at home is eventually passed down.
