Unless Sakurai was worried about 's reputation that the show created, I see two flaws:

1) That design was a thing before the show was announced (and was used in Mario Kart Arcade GP DX to boot)
2) Even with the Pac-Man already in Smash, it could've easily been as an alt costume.
