It's never made particularly clear in the original game it was just 1P and 2P similar to how Mario and Luigi worked. Since Sakurai was really the only developer to revisit the characters it's a question without a proper answer.

Which probably would of required completely rebuilding the move set of the character that Sakurai seemed to suggest was lower priority to begin with. Probably a situation of either "I do it right or not at all".

He wanted the character rosters to be the same between the two versions, because he didn't want the 3DS version to be viewed as the inferior version, yet he had no problem with shortchanging the Wii U version to achieve this goal.
It sucks for the ice climbers i enjoyed them.

This supports my statement about Luma being less of a character and more of an extension of Rosalina, similar to Olimar & Pikmin. Luma's AI is waaaay more simplified than Nana's. All Luma does on its own is move and jump, while Nana does everything that a character can possibly do. Since Nana is treated as an entire character that switches between manual and automatic, it's not hard to see why it wouldn't work on the 3DS. This shows that 5 characters or more going at 60 FPS is too much for the 3DS to handle (8 Ice Climbers, 4 Popo's, 4 Nana's).
