Brawl code:
From Brawl's main menu go to the Wi-fi connection section. (This does require you to connect) then go to With Friends -> Friends list and you should see it in the top right corner.
Wii code:
From the Wii menu go to the Wii message board (Bottom left button) then Create Message -> address book.
