Shffl-uair?

I can't seem to hit anything with this... most of the move seems to execute except (naturally) the attack frames.

What am I doing wrong, exactly?

I suspect you're either:
a) not throwing the move out early enough
b) Possibly fast-falling too early
Basically, my advice is to do it without fast-falling... at all, really. I only FF at the very last second, since I'd rather be in the air a bit longer than not get the attack off at all.

Yeah I usually don't fastfall the shorthopped uair, unless I'm uairing off a platform or something.
