The meaning of the words is pretty literal. Once an arrow is fired you can control it with the control stick as long as it is still there. So, if you're good enough, you can move your thumb in a circle and loop it around in the air and then send it at your opponent when you want. This obviously isn't the most practical move because of the time it takes.
