Sakurai wasn't very creative with Sonic's moveset.

i fail to see how lack of testing would have altered sonic.

by the exact same theory, someone like snake would have been planned from very early on, and you dont think once during testing they would have actually used his tilts? everything had to be intentional.

imagine if the fastest, highest jumping character also had high priority. how broken would that be, you could just run around the whole game spamming a few moves (cough marth f-air) and no one could touch him.

IF he was included from the early stages he wasn't in most of SSE because they didn't have license to put him in. A gameshark or whatever could have found data showing him programmed in. But they wouldn't have let us access him.
