Penn State's premier regional series is back for round 3! This tournament will feature singles and doubles for Melee and Smash 4 as its main events. Smash 64 will be a side tourney as the turnout for it at Smash Valley II was quite significant. We will also feature round robin pools for the main singles events, talent from all over the East/Midwest, merchandise vendors, and a player experience unlike any other. Also, better internet!

We have many announcements about this tournament that will be released periodically. Just know that this will be the biggest tournament that we've ever held. Last event for reference: https://www.facebook.com/events/792042284249534/

Rulesets:

---------------------------------MELEE RULES--------------------------------

Stage Striking: Players eliminate stages from the Starter/Neutral stagelist until there is one stage remaining. The player or team without port priority strikes first. Then the other player/team strikes two stages. Then the player/team with port priority strikes one more stage and the remaining stage is used for the first game of the set.

Stage Bans: After each game of the set, before counterpicking, the player who won the previous game may ban one stage from the stagelist. This rule is not in effect for best-of-5 sets. All stage bans affect both players, meaning players who banned a stage may NOT counterpick that stage themselves later in the set.

Stage Clause: A player/team may not counterpick any stage they previously won on during the set.

Neutral Start: The following ports are to be used when a player/team invokes the neutral start clause. Any necessary port combinations must be enforced by the neutral start invoking player for each different stage throughout the set. This is the offical way to do neutral starts and the opposing player can refuse to neutral start if the correct ports are not used.

Final Destination - Port 1 and Port 2
Fountain of Dreams - Port 1 and Port 2
Yoshi's Story - Port 1 and Port 2
Dreamland 64 - Port 2 and Port 4
Battlefield - Port 3 and Port 4
Pokemon Stadium - Port 3 and Port 4

Wobbling is legal to 300% after which it is considered stalling and the player performing the wobble will forfeit the match.

------------------------------SMASH WII U RULES--------------------------
Stage Striking: Players eliminate stages from the Starter/Neutral stagelist until there is one stage remaining. The player or team without port priority strikes first. Then the other player/team strikes two stages. Then the player/team with port priority strikes one more stage and the remaining stage is used for the first game of the set.

Stage Clause: A player/team may not pick any stage they previously won on during the set.

Stage Bans: During the stage ban phase, the winning player may ban two stages (One in a best of 5 set) from the stagelist. All stage bans affect both players, meaning players who banned a stage may NOT counterpick that stage themselves later in the set. *This may sound odd, but it's just the ban rules you're used to seeing, don't get caught up in the wording*

Self-Destruct Moves: If a match ends with the successful use of a character’s self-destruct move, the results screen will determine the winner.

-----------------------------ADDITIONAL RULES----------------------------

Stand Clause: A player wishing to leave the setup during a tournament set may only do so with the verbal consent of the opponent. This clause is void in the event of an emergency.

Trick Clause: At any point in the set, a player may request for the other player to say what stages they have already won on during the banning/counterpicking process. However, if a player selects a counterpick and the opponent agrees, it must be honored. You are not allowed to take back your selection after making a mistake.

Coach Clause: There is no coaching permitted at any part of any set once it begins.

Colorblind Clause: Players may request that their opponent change colors to accommodate colorblindedness, or if their color is indistinguishable from either the other team color or the stage background. This request must be made before the first game of the set.

Gentleman's Clause: The two players/teams may agree to go to any LEGAL stage within the rules.

Double Blind Clause: Either player may request a double blind character select for the first game. In this situation, a third party is told, in secret, each player’s character choice. Both players then select their character, and the third party validates that the character selected is the same as what they said.

All DQs due to tardiness will be COMPLETE DQs. Meaning you won't be put into the losers bracket, you will be removed from the tournament.

No refusal to play on certain setups barring extreme circumstances. All players agree to have their matches recorded if requested by the TO.

For any disputes or grey area, please contact the TO to settle it. DO NOT assume you're handling it in the correct way.
