Roar or Dragon Tail?

Just a simple question: for Pokémon that can learn both roar/whirlwind and dragon tail, which one would you pick? (I join roar and whirlwind because they are almost the same move)

To lay out the advantages of each:
Dragon tail does damage with 60 base power, which in conjunction with entry hazards can lead to quite a bit of damage
Dragon tail has 90% accuracy, which could cause a costly miss, whereas roar never misses.
Roar does not affect pokémon with the soundproof ability, whereas dragon tail does not affect fairy types. (Whirlwind affects everything that roar and dragon tail can)
Roar can go through a substitute or protect, whereas dragon tail cannot.

I go Roar so it will always hit. In the current meta pokemon that can have soundproof dount. Roar has better chance to hit, and can hit through sub. 60% isn't that great, and pokemon that are effecient phazers don't have good attack anyways, so it won't be all that helpful.
