[Request] Freeze gun for Snake

I want to change the effect of the tranquilizer gun to make it freeze the opponent instead of tranquilizing them, so I was wondering if somebody can help me. If somebody can mod it or teach me how to change the effect of the bullet, I'd be very happy.
