Game of Reference: Resident Evil 1 (REmake, where they made Rebecca somewhat tolerable), Resident Evil Zero.
Background: Rebecca is a member of the Raccoon police department’s special forces squad, S.T.A.R.S. She was on her first day on the job when her team was called in to investigate a series of grisly murders. Once there, her entire team was picked off by zombies and other monsters, one by one. She then met Billy Coen, an escaped convict, and decided to team up with him. The two of them work together.

Rebecca and Billy are two clone-ish, but very different characters. When one character is not in use, he or she follows the PC like an ice climber (Except with certain B moves). Their game play would involve switching between the two of them to set up two-man combos using Rebeccas speed and Billy’s strength. Unlike Zelda/Sheik, the change is not a B move, and instead occurs with the taunt button. You lose stock if the character you are controlling dies. If the other character dies, then you’re just left without a recovery or down B attack. unlike the Ice Climbers, the two of them share their damage percentage, so even if the CPU character is hit, you both take the damage.
Stats:
Rebecca: Light, Fast falling?, quite fast on the ground, Weak attacks, high output.
Billy: Heavy, Floaty?, Somewhat slow, Strong attacks, laggy moves.

B neutral: Herb case – A charge move. At the beginning of the charge, she begins mixing herbs. When she stops, a healing item will pop out. The longer she holds the charge, the stronger the item (Up to 10% healing). Just tapping this button will do very little, as only Blue herbs (Cure strange effects) and Red herbs (do nothing) will appear. You must hold the charge for at least a second before it will begin to produce healing items.
B forwards: Flamethrower – Rebecca pulls out a flamethrower and lets loose in front of herself. If you “smash” the attack, The flame will be weaker, but can be controlled and can go slightly up or down. If Billy is under the “Follow Me” command, he will also use his flame thrower.
B up: Ally-oop – Billy will appear underneath her and give her a boost upwards. Rebecca can hit enemies with her extended arms as she flies with this move.
B Down: Commands – This move cycles through “commands” that you give to the CPU-controlled character. The command is instantaneous, and the CPU goes and does his business immediately. It cycles through in this order:
“Follow Me”: Default command. CPU will follow your movements, much like Nana follows Popo.
“Don’t move”: CPU will stop dead in his tracks. He will shield and dodge when an enemy attacks him. He will also recover if need be.
“Get them!”: CPU will charge into the fray against the closest enemy. Will ignore you until you give him/her another order.
“Run!”: CPU will evade the opponent. CPU most likely will not attack unless cornered. Good for Decoy-work.
“Help Me!”: CPU will drop everything and rush to your side to begin firing off his/her B moves around you.
Billy:
B neutral: Molotov Cocktail – Billy will throw a Molotov cocktail in an arc forwards. You can influence the arc and direction of flight with the control stick. When the cocktail hits the ground it will cause fire to spread out slightly, somewhat like a mellow version of Ness’s PK-fire. If the bottle hits an opponent, it will shatter and douse the opponent in fire that auto hurts them for a second or two.
B forward: Flamethrower – see above
B up: Ally-oop – See above. Billy will not jump as high as Rececca does when using this move.
B down: Commands – see above.

Taunts: (Note that pressing this button in any context will result in the character switch except during uncancelable attacks and lag, during "free fall" after a third jump, or when you're still stunned after a particularly devastating attack. To get the taunt, your lead character must be on the ground. At the character switch, Any "commands" in play automatically reset to "follow me".)

She poses and says “Ready?” Billy poses and says “Let me handle it.” (Control switches to Billy)
Billy in charge:
He poses and says “Ready?” Rebecca poses and says “I can do it!” (Control switches to Rebecca)

Rebecca: First Aid Spray – Rebecca pulls out a first aid spray and heals herself with it. It heals the same as an M tomato.
Billy: Rocket Launcher – Billy pulls out a large rocket launcher and fires four rockets forwards consecutively. They do massive damage.

I hope that wasn't too confusing. Anyway, I know that Capcom will most likely choose someone a little more representative of them, like Megaman or Viewtiful Joe, but I have had this character idea since I first played Resident Evil Zero, and I've had it in my head for the longest time.
