It's also a good counter to Pac-Man's hydrant if they happen to spam the move.

Mm. If you can predict your opponent's projectile, the reflector can be really useful.

I've also found that Rotor Arm can be used to catch your opponent as they roll up from the ground, or just catch them in general if they're spamming rolls.

Or even if they're just spamming in general. In FG I came across this asshole Pikachu who was literally just jumping around spamming neutral B for almost the entire match; caught him quite a few times by reflecting them back, which would lead into more hits with the Rotor Arm as well.

Pikachu players love to jump.

You're right. Rotor arm is good for a opponent's get up option.
