Quick attack question

On some occasions, PIkachu will Quick Attack, then just straightup fall and not grab the ledge. Is there a reason to this? An example of this happened when I was playing w/my friend. Was he holding down? If you're holding down, you won't grab the ledge. Some players do this by accident when trying to fast fall to get to the ledge faster but they end up falling past the ledge.

I have never seen this before except in the case where the Pikachu player was holding down...
