Question about tourney rule standards?

Do you go by the evo standards or does the community have their own set? And what are they rules? I ask cause I plan to host a SSBM toruney in May.

Evo has had one tournament with smash, and I heard it didn't turn out too well.

Are you looking for the basics like 4 Stock, no items.. or more detailed ones?

Usually tournaments have varying rulesets, so.. I'm not sure which one you'd like to use :\

i figured out the basic rules pretty quickly. What I am interested in is why are certain stages usually banned? Like Yoshi story 64, etc....
