PSA on windows 8

I'm trying to edit certain graphical effects and move properties in P:M but PSA.exe says this program can't be used. Is it windows 8's fault? Can brawlbox or any other program edit move properties instead?

It's not Windows 8, I have PSA and BrawlBox and both work fine for me. It's not a compatibility issue either.

Not sure. I currently have BrawlBox v0.69 and PSA 2.70-1.90. As for my Windows 8, I'm on the version without the Start on the taskbar.
