Problem with Smash Attacks.exe

I am learning how to do PSA, but when I downloaded the file for PSA and tried to open it- it said "This application has failed to start because the application configuration is not correct.Reinstalling this application may fix the problem." I have reinstalled PSA and it's folders 3 or 4 times. Please help.:(

How can I update my Net Framework, If that's what you mean.
